IIHL Official Rules

Note:  The term "Commissioner" refers to the Office of Commissioner,
currently headed by both Michael and Steven Kaminski.

Requirements

1.  All GMs must have an e-mail address for league use.
2.  All GMs must have ICQ and/or AIM accounts.  These are both free downloads.
3.  All GMs must be actively involved in the league by checking email daily (pending emergencies) and responding to all trade offers within three days.


About the rosters

1.  Rosters are fairly accurate for the 1998-1999 season.
2.  Owners wishing to make positional changes, or changes to other vital statistics
must make a request to the Commissioner.
3.  Owners wishing to make requests to IMPROVE a player's
OVERALL rating must
give legitimate reasons for doing so.  (A good example here would be for the
farm players, who are all basically rated 55s - Another example would be
Mike Maneluk who is a rookie but will play on the first line of the Flyers.
Normally, he'd be a 55 as a rookie, but he may receive a higher rating
based upon this current status)
4.  Owners wishing to add or remove players from their rosters must make these
requests to the Commissioner in writing as well.

Preparing for the Equalization Draft


1.  Each team will select five skaters plus one goalie to protect during the two round EQ Live Draft (via ICQ)
2.  Each team, in reverse order of their 1997-1998 finish, will participate in the first round of a draft of unprotected players.
3.  The Nashville Predators will select first in each round.
4.  Each team, in the regular order of their 1997-1998 finish, will participate in the second round of a draft of unprotected players.
5.  The Nashville Predators will be awarded the first selection in this round also.
6.  No team may lose more than two players.
7.  Picks for this draft and future EQ drafts
MAY NOT be traded.
8.  Owners who cannot be present must contact the Commissioner to discuss the procedures that will be followed under these circumstances.

Conduct

1.  All GMs are expected to act like civilized people using posts, emails and ICQ.
2.  All GMs are expected to respond to emails within three days barring special circumstances.
3.  All GMs are expected to participate in league drafts, votings, opinion polls, and other events conducted by the Office of the Commissioner.

Penalties

Outrageous behavior that warrants action by the Commissioner will be dealt with severely.
       
         First Offense:  Warning
         Second Offense:  Possible warning, forfeit of game, forfeit of future pick, suspension of key player(s)...all at the discretion of the Commissioner
         Third Offense:  Loss of Ownership

Trades


Once a trade agreement has been reached, all parties concerned must send an email to the Commissioner that includes the exact details of the trade: (example)

To Dallas: C Jeremy Roenick, Phoenix ’98 First Round
To Phoenix: C Mike Modano, Dallas ’98 Second Round

        ***Positions must be included as well as the draft pick’s team and round
        ***The email should be titled "(your team name) – (their team name) Trade"

No trade is official until all parties hear from all parties involved.

If the emails should differ, the trade is invalid and the GMs will be notified.

If the Commissioner deems a trade grossly unfair, the teams involved will be notified and will have a chance to voice their opinions.   The Commissioner can nullify trades that are not made in the "best interest of the league" on RARE OCCASIONS.   (IE.  A disgruntled GM decides to quit, but wants to trade all of his superstars before he goes for "dirt cheap.")

Any GM wishing to protest a trade must do so PRIVATELY to the Commissioner.  No public posting, e-mails or ICQs.

Trading is allowed up until the trading deadline (after appx. 80% of the season is complete)

Equalization draft picks may not be traded.  Only picks for the upcoming regular draft may be traded.  (You may not trade picks for 2001 this season.)
